    THE SPEAKER OF THE HOUSE



    Honorable Representatives!


    The question before the House is whether it shall agree to the Bill to be read by the Clerk.


    Votes can be entered into the Records of the House by the Yeas and Nays. The presence of a member not voting will also be put into the Records if declared (Present).


    An amount of 96 hours without increment is reserved for the entering into the Record. Records will be closed on this motion in the discretion of the Chair, if a majority on the motion is reached or can not be reached.

    Der Popular Petitions Act wird wie folgt neu gefasst:

    Popular Petitions Act
    Section 1 - Requirements
    (1) Eine Volkspetition kann durch jeden auf Bundesebene Wahlberechtigen beim Kongresspräsidium eingereicht werden, der nicht der Bundesexekutive angehört.
    (2) Für Volkspetitionen gelten die gleichen formalen Anforderungen wie für Anträge von Abgeordneten.
    (3) Erklären innerhalb von 7 Tagen mindestens zwei weitere auf Bundesebene Wahlberechtigte oder mindestens ein Kongressabgeordneter beim Kongresspräsidium ihre Unterstützung, so ist die Volkspetition erfolgreich.


    Section 2 - Effects
    (1) Über erfolgreiche Volkspetitionen soll der Kongress beraten und abstimmen.
    (2) Dem Antragsteller ist bei der Beratung Rederecht einzuräumen.
