Mr. KINGSTON of Laurentiana introduced the following Joint Resolution.

Proposing an amendment to the Constitution of the United States to designate the Vice President of the United States as President of the Senate, and for other purposes.

Resolved by the Senate and House of Representatives of the United States of Astor in Congress assembled ,that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by popular vote of three-fourths of the several States within one year after the date of its submission for ratification:

Amendment __ [Vice President and President of the Senate]

(1) Der Vizepräsident soll Präsident des Senats sein; er soll nur dann eine Stimme haben, wenn aus der Abstimmung der Senatoren keine eindeutige Mehrheit hervorgeht.

(2) Der Senat soll aus seinen Reihen einen Präsidenten pro tempore wählen, der das Amt des Präsidenten bei dessen Abwesenheit übernimmt.

(3) Article 3, Section 1, Subsection 4 der Verfassung ist gestrichen.
