Executive Order 80
Implementation of the Fairness for Our Veterans Act
By the authority vested in me as President of the United States of Astor by the Constitution and the laws of the United States, it is hereby ordered as follows:
Section 1. Purpose The defense of the United States of Astor in the face of aggression on and after October 17, 2023, represents one of the most courageous chapters in our military history. However, the failures in military leadership during that time—failures that placed unnecessary risk upon our brave servicemembers—require not only examination but structural consequence. The Fairness for Our Veterans Act mandates a clear institutional separation between the duties of national defense and the care for those who have served.
This Executive Order initiates the full and faithful execution of that law.
Section 2. Establishment of the Veterans Administration (a) The Veterans Administration (VA) is hereby formally established as an independent executive agency , reporting directly to the President of the United States.
(b) The VA shall assume all duties related to the care, rehabilitation, compensation, and long-term support of veterans and their families, including but not limited to:
Administration of veteran health and disability programs
Management of military cemeteries and federal memorials
Coordination of educational and reintegration services
(c) The VA shall be led by a Administrator, Veterans Affairs Administration, to be nominated by the President.
Section 3. Structural Separation from the Department of Defense (a) All personnel, records, and budgetary responsibilities relating to veteran services currently under the U.S. Department of Defense (DoD) shall be Transitional Provisions within 90 days of this Order’s issuance.
(b) No office, bureau, or agency under the Secretary of Defense shall retain oversight or operational authority over any aspect of the Veterans Administration following the date of enactment of this Order.
(c) Active service members may only be assigned to assist the VA in a non-command capacity and only if such assignment does not compromise the institutional independence of the VA.
Section 4. Transitional Provisions (a) The Director of the Office of Administration Management (OAM) shall coordinate with the Secretaries of Defense and Administrator of Veterans Affairs to ensure Accountability and Oversight of funding, assets, and personnel consistent with this Order.
(b) The National Security Advisor and the White House Chief of Staff shall supervise the compliance with this Order, with monthly progress briefings to the President for a period of six months.
Section 5. Accountability and Oversight (a) Within 90 days of this Order, the Administrator of Veterans Affairs shall present a comprehensive report to the President and both chambers of Congress detailing the:
Completion of the transfer Implementation of new care structures Identification of any remaining overlaps or structural risks (b) The President reserves the right to direct further reorganizations in line with constitutional executive authority.
Section 6. General Provisions (a) Nothing in this Order shall be construed to impair or otherwise affect the authority granted by law to an executive department, agency, or the head thereof.
(b) This Order shall take immediate effect upon signature.
