IN THE SENATE OF THE UNITED STATES

Mrs. SHORE introduced the following bill:

A BILL

to strengthen the role of Standing Committees, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of Astor in Congress assembled:

SECTION 1. SHORT TITLE.

(1) Dieses Bundesgesetz soll als „Strengthening Standing Committees Act“ zitiert werden.

SECTION 2. AMENDING THE ADVICE AND CONSENT ACT.
(1)Alle Änderungen in dieser Section beziehen sich auf den Senate Advice and Consent Act.

(2) Sec. 3 Abs. 1 wird durch folgendes ersetzt: „(1) Der Senatspräsident leitet nach Erhalt eines Nominierungsschreibens dieses an den Vorsitzenden des aus seiner Sicht zuständigen ständigen Ausschusses des Kongresses weiter. Der Vorsitzende leitet anschließend eine Anhörung (Hearing) ein und erteilt dem Nominierten Rederecht für die Teilnahme daran.“

(3) In Sec. 3 Abs. 3 wird nach dem Wort „Senatspräsidenten“ die Wortfolge „(ggf. nach Benachrichtigung durch den zuständigen Ausschussvorsitzenden)“ eingefügt.

(4) In Sec. 4 Abs. 1 sowie in Sec. 5 Abs. 1 wird das Wort „Senatspräsidenten“ durch „Ausschussvorsitzenden“ ersetzt.

(5) In Sec. 5 Abs. 3 wird das Wort „Senatspräsident“ durch „Ausschussvorsitzende“ ersetzt.

SECTION 3. REVERSING GOLD-PLATED PROVISIONS.

(1) Sec. 6 des Senate Advice and Consent Act ist gestrichen.

(2) In Art. VI Sec. 3 des Congressional Committees, Investigations, and Questionings Act wird die Wort- und Zeichenfolge „Klasse A“ durch „Klasse B“ ersetzt.

SECTION 4. BALANCING MEMBERSHIP IN STANDING COMMITTEES.

(1) In Sec. 2 Abs. 1 des Congressional Committees, Investigations, and Questionings Act wird der Ausdruck „Kongressmitglied“ durch „Senator“ ersetzt.

(2) Sec. 2 Abs. 2 des Congressional Committees, Investigations, and Questionings Act wird durch folgendes ersetzt: „Kein Ausschuss soll aus mehr als zwei Mitgliedern des Repräsentantenhauses und zwei Senatoren bestehen, sofern die Mitglieder des Repräsentantenhauses nicht ausdrücklich auf ihre Mitgliedschaft verzichtet haben.“

(1) In Sec. 2 Abs. 1 des Congressional Committees, Investigations, and Questionings Act wird die Wortfolge „für sich bis zu zwei“ durch „die“ ersetzt.

SECTION 5. FINAL AND PROVISIONAL PROVISIONS.

(1) Dieses Bundesgesetz tritt mit seiner Kundmachung in Kraft.

(2) Auf Nominierungen, die vor Inkrafttreten dieses Gesetzes durch den Präsidenten an den Senat übermittelt wurden, findet dieses Gesetz nur dann Anwendung, wenn die Anhörung vor dem Senat noch nicht eröffnet worden ist.
