Am 1. April um 0:00 endete die Amtszeit des 20th Congress of the United States, gleichzeitig begann damit die Amtszeit des 21st Congress of the United States.
Gem. Sec. 3 SSec. 4 der Standing Rules of the Congress ruht die Arbeit des Kongresses bis zum Abschluss der Konstituierung des House of Representatives of the 21st Congress of the United States, sofern es sich nicht ausschließliche Angelegenheiten des Senates handelt.
